The meaning of the term knowledge migrant is defined by law as someone who comes from outside the European Union (including Switzerland) to work in the Netherlands. This refers to a highly educated person who comes to work in the Netherlands as a knowledge migrant because of his or her specialized knowledge.
There are specific requirements, conditions and salary criteria for employing a knowledge migrant. The main goal of the knowledge migrant scheme is to make it more attractive for students and highly educated knowledge migrants to work in the Netherlands. Their knowledge and talent can boost the Dutch economy, prosperity and education.
The Highly Skilled Migrants Scheme created by the Netherlands allows you as an employer to hire highly skilled migrants easily and quickly (under certain conditions). Simply put, this regulation relaxes the entry requirements for highly skilled migrants.

The 30% rule
Employees from abroad who temporarily reside and work in the Netherlands incur additional costs for housing, among other things. These are the so-called extraterritorial costs. With the 30% ruling, these employees are financially compensated by deducting up to 30% of the annual fiscal salary and then paying out a net (i.e. untaxed) amount. To take advantage of the 30% ruling, the employer and employee must submit a request to the Tax Office. The Tax Office then checks, among other things, whether the following conditions are met:

The employee was recruited outside the Netherlands and he or she lived more than 16 of the total 24 months prior to working in the Netherlands at more than 150 km from the Dutch border

The employee is registered in the Netherlands and employed by the employer;

The employee adds something to the Dutch economy (for knowledge migrants this is almost always the case)
- The employee must meet the annual applicable salary criterion
